Research shows a 22% gap in skilled and unskilled workers exists, unable to effectively support this transition. This matters because the automotive industry in Heilbronn contributes 6% to Germany’s GDP. Research shows employees are concerned about job security because of this transition and feel demotivated. By motivating employees through reskilling/upskilling training programmes, a more talented workforce is created, providing opportunity for innovation. By focusing on workers’ experiences, local government and automotive industry players can create more robust initiatives to support the industry transition, informing future legal policies. The positives of reskilling include improving employee motivation and job security, having the potential to directly impact the bottom line of organisations. Furthermore, profit shares for skilled workers contributes to the city’s economic growth.

With a robust education infrastructure, enabling and supporting civic participation, Heilbronn is positioned to enable a strong partnership between students and workers in the city. Since education is central to the city’s identity, local government, educational institutions, workers and students can come together to participate in a upskilling/reskilling training programme. This programme can allow students majoring in digitization and electromobility, who have no work experience to partner with an experienced worker and allow for knowledge transfer to occur. Simultaneously, experienced workers can gain theory and practical experience within a university environment. This contributes positively to the socio-economic development of the city as well as increasing the pool of talent available to automotive industry players. Experienced workers fearing job insecurity, also become more employable through this process whilst students gain valuable work experience. Industry players, employees and local government benefit from a developing workforce as they are motivated and secure about future jobs.

There are 3 uncertainties that exist 1. Employees are willing to accept change through reskilling. By engaging Heilbronn workforce, the team is able to understand their needs more succinctly and influence their decision to upskill/reskill by showing what positives exist for them in the future of work. 2. Industry players and universities are open to a partnership between students and employees. By first meeting with these teams in silo settings, the team is able to access information that will support the partnership and then provide a collaboration workspace and the main assumption 3. Employees will be convinced that by partnering with younger students, their jobs wont be jeopardized. The team will need to carry out surveys and interviews from students and employees to understand their perspectives. This aims to identify the most effective engagement strategies for these social groups, supported by government and industry players’ thoughts on contemporary work-study settings.
