Insufficient transparency and standardized tracking in the Housing Opportunities Commission (HOC) Housing Choice Voucher process serving Gaithersburg create administrative inefficiencies that delay eligible households’ progression toward housing assistance
Within the Housing Opportunities Commission (HOC) Housing Choice Voucher (HCV) application and waitlist process serving Gaithersburg, insufficient transparency and standardized tracking limit applicants’ visibility into application status, required documentation, and expected timelines. This lack of clarity contributes to administrative friction, including repeated document submissions, stalled cases, and unmanaged bottlenecks, which slow the progression of eligible households toward housing assistance. Low-income individuals and families awaiting vouchers are directly impacted, as delays prolong housing instability and financial strain. Government officials responsible for reviewing applications face increased workload from inquiry management and rework, while community leaders and lawmakers lack clear performance visibility into intake pipeline efficiency. Together, these gaps in traceability and oversight undermine timely access to housing support and reduce overall system accountability
Our solution modernizes the Housing Choice Voucher journey by addressing the tracking and notification gaps that delay applications. While initial applications are digital, applicants cannot clearly see where they stand or what happens next. We propose a stage based portal that shows applicants exactly where they are in the process, what is next, and the typical time ranges for each step.
The core improvement is structured status tracking combined with automated reminders for document submissions, renewals, and deadlines. This reduces missed steps, prevents unnecessary removals from the waitlist, and decreases manual follow up calls to service centers.
The solution is technically feasible as an upgrade to the existing portal infrastructure and financially viable as a modular enhancement rather than a system replacement. It supports applicants with clarity, reduces administrative burden for officials, and provides lawmakers with measurable data to evaluate program efficiency, advancing SDG 1 through improved access to housing stability and economic participation.
Publicly available data specific to the Gaithersburg Housing Choice Voucher program is limited. Most accessible statistics are aggregated at the Montgomery County level, which may not fully reflect localized administrative dynamics or applicant experiences in Gaithersburg. While county documentation outlines the formal process stages, granular data on stage specific delays, denial causes, and communication failures is not publicly disaggregated.
We were also unable to directly interview current voucher applicants prior to proposing this solution. As a result, our analysis relies on policy documents, administrative guidelines, and secondary data.
The Housing Choice Voucher system contains multiple structural constraints including funding limits and housing supply shortages. Our proposal does not claim to resolve these systemic issues. Instead, we focus specifically on improving transparency and applicant tracking within the existing administrative framework, enabling the County to better identify and address process level bottlenecks over time.
