Problem Summary

<aside> 🚨

International and out-of-province graduates in St. John's face significant challenges transitioning from education to long-term settlement (How to Change the World, 2026). Many lack strong social connections, local networks, and familiarity with systems supporting career stability and community belonging (Shiroma-Chao, 2026; Peach, 2026). Research shows retention is closely linked to existing social ties, and graduates without them are far less likely to stay (De Jong Gierveld & Van Tilburg, 2006; Statistics Canada, 2021). Limited job opportunities, infrastructure gaps, and unclear workforce pathways further weaken retention (Singh, 2026). As a result, only approximately 36% of international graduates remain in their province five years after graduation (Government of Canada, Statistics Canada, 2021; Saint Mary's University, 2016). This creates talent shortages and low returns on public investment (Government of Newfoundland and Labrador, 2025; Memorial University of Newfoundland, 2021), while graduates struggle to build stable careers and belonging in the region (Pawson, 2026).

Solution Summary

<aside> 💡

The cause of graduate departure is not salary alone — newcomers are not forming repeat, meaningful relationships early enough to feel anchored in St. John's. Recent immigrants score measurably higher on loneliness scales than Canadian-born residents (Statistics Canada, 2021; De Jong Gierveld & Van Tilburg, 2006), and existing word-of-mouth networks remain impenetrable to arrivals (Peach, 2026; Shiroma-Chao, 2026). Our proposed solution is a verified, St. John's-only community app connecting newcomers to locals through hyperlocal event discovery — public and private gatherings, carpooling, and dining — within an accessibility-first interface. Proof-of-address verification ensures a trusted, resident-only environment. A proposed partnership with the Provincial Government and Memorial University embeds the app into official newcomer onboarding, solving critical mass from day one, validated by the Atlantic Immigration Program's employer-led integration model (Atlantic Immigration Program, 2022). Newcomers who regularly engage with local community activities adapt 40% faster (Expat Insider, 2023). This app does not replace St. John's culture — it makes it visible to all (How to Change the World, 2026).

Practical Humility Clause

<aside> ⚠️ While this project proposes a targeted solution to improve long-term retention of skilled workers in St. John's, we recognise it addresses only a portion of a complex, multi-dimensional issue (How to Change the World, 2026). Factors such as wage disparities, limited career progression, and broader economic conditions require systemic, long-term interventions beyond this scope (Government of Newfoundland and Labrador, 2025; TechNL, 2025). Due to time constraints, this proposal is based on limited data without extensive field validation or stakeholder engagement (Peach, 2026; Singh, 2026). The proposed application aims to support social integration and belonging; however, effectiveness will depend on user adoption, institutional collaboration, and cultural adaptability (Shiroma-Chao, 2026). Evidence from similar digital initiatives suggests potential positive impacts, but outcomes remain context-dependent (Migration Policy Institute, 2017; European Commission, n.d.). Further research, pilot testing, and interdisciplinary efforts will be essential to refine and scale this approach (De Jong Gierveld & Van Tilburg, 2006).

Successful Digital Tools for Migrant Inclusion in other countries

Digital platforms like Integreat, implemented across 140+ German municipalities, demonstrate technology's potential for newcomer inclusion, reporting millions of annual accesses and improved willingness to stay (European Commission, n.d.). However, existing platforms fail in smaller cities due to insufficient user density, and solve discovery without continuity (Expat Insider, 2023). In Canada, the Atlantic Immigration Program confirmed that structured integration support directly increases retention in Atlantic Canada (Atlantic Immigration Program, 2022). Yet only 36% of international graduates remain provincially after five years (Government of Canada, Statistics Canada, 2021). Unlike existing tools, our solution addresses St. John's specifically — where informal word-of-mouth networks exclude newcomers entirely (Peach, 2026; Shiroma-Chao, 2026) — engineering repeat encounters that build genuine belonging (De Jong Gierveld & Van Tilburg, 2006).
